Florida Public Service Commission [FPSC] Betrays FPL Ratepayers Yet Again, Approves FPL’s Unjustified Rate Hike!


[COMMENT: In the case of Gov. Rick Scott, being “pro-business” means giving EVERYTHING to big businesses like FPL, and NOTHING to hardworking families, consumers, and retirees. The current FPSC entirely reflects this philosophy.

And of course, with this decision, there will be no relief for countless FPL customers being harmed by so-called “smart” meter radiation, or those principled people who refuse to pay FPL’s extortionate so-called “opt-out” fees.]


FPL’s multi-year rate-increase request approved

Florida Power & Light’s residential customers will see their bills increase each year through 2019 following the state Public Service Commission’s approval Tuesday of a negotiated rate-hike settlement.

The first increase will take effect in January, when a typical 1,000-kWh residential user’s bill will jump about $7, from about $91.56 currently to $98.77. That bill would jump to $102.50 in January 2018 and then to $103.70 in June 2019 before declining to $102.97 in January 2020.

The five-member commission approved the rate increase unanimously without discussing objections by intervenors that did not sign onto the settlement, including the Sierra Club and AARP. The Sierra Club opposes further expansion of natural gas plants as harmful to the environment, while AARP argued the proposal guaranteed the utility’s shareholders an unusually high profit and called instead for a $300 million rate decrease for residential customers next year.

“Today’s decision demonstrates what observers of Florida utilities regulation have long believed — this system is simply not hearing the voices of residential consumers,” AARP Florida’s state director, Jeff Johnson, said in a statement released after the commission vote. “Even before this ruling, FPL stood to make $1.6 billion in profit over the next four years. Now FPL gets even more.”

Responding to AARP’s criticism of FPL’s profits as too high, utility spokeswoman Alys Daly said that FPL’s electric rates are currently 30 percent lower than the national average and will remain lower than its 2006 rates after the increases are fully phased in. “The average AARP member in Florida pays less than the average AARP member in the rest of the country,” Daly said.

Perhaps the best example of how the FCC is tangled in a chain of corruption is the cell tower and antenna infrastructure that lies at the heart of the phenomenally successful wireless industry.

Personally, I don‘t believe that just because something can be done it should heedlessly be allowed. Murder, rape and Ponzi schemes are all doable but subject to prohibition and regulation. Government regulators have the responsibility to examine the consequences of new technologies and act to at least contain some of the worst. Beyond legislators and regulators, public outrage and the courts can also play a role but these can be muffled indefinitely by misinformation and bullying.

Everyone knows that wireless “smart” meters communicate via microwaves. What was unknown until now is that additional frequencies are transmitted in the 2 to 50 kilohertz range. Numerous studies have shown repeatedly that those very same frequencies disrupt the human nervous system. Indeed, “nerve block” is the phrase used in the studies to describe what occurs.

The studies are not controversial. In others words, there are no studies that show otherwise. Nerve block induced by frequencies in the 2 to 50 kilohertz range is an established fact. The studies that show this nerve block are all from reputable sources including the epitome of “establishment” science when it comes to electricity, the Institute of Electrical and Electronics Engineers.

So the demonstration you will see in the video is groundbreaking, or more accurately, “smart” meter breaking.

Unless they cease, desist, and bring down the wireless “smart” grid at once, “smart” meter manufacturers and the utilities that use them are going to be facing massive liability and personal injury lawsuits because, unlike the microwave radiation that anti-“smart” meter advocates have been calling attention to for years, there is no scientific dispute regarding the biological effects of 2 to 50 kilohertz frequencies.

Additionally, state utility regulators and public health departments will need to actually do their jobs which always used to include protecting the public and promoting public health and safety.

Lastly, the U.S. Department of Energy will have to bring an immediate halt to the promotion and subsidization of the wireless “smart” grid.

Every day of delay will bring greater liability for the aforementioned corporations and agencies and the individuals involved. It’s one thing to act in ignorance, quite another not to act once knowledge is received.

City of Haifa [Israel] BANS Wifi In Schools

The mayor of Haifa, Israel has ordered WiFi immediately disconnected in all schools and kindergartens in the city.

The mayor, Yona Yahav, said, ”The education system in Haifa is full of network computers and new, advanced technological systems. However, if there is doubt regarding anything that relates to our children, there is no doubt. We must take precautions. As long as the argument on real danger was not refuted, I have ordered all the devices in kindergartens schools disconnected. In order not to prevent advanced technology from the children, we will act to activate a safe wired system. In recent years, the internet media has become part of our daily lives. The use of cell phones, smart phones and computers is gaining momentum among a wide range of ages, but children are an especially sensitive population to environmental effects, among them exposure to electromagnetic non-ionizing radiation.”

Yahav is working with the head of the city’s education system, Ilana Truck, to gradually install a wired system throughout the city’s schools. These will be installed first in classrooms where pupils study for their final exams that require the use of computers, so they won’t be harmed by the disconnect. The teachers in elementary schools in the city have taken on themselves the task of loading their study material from the internet every evening so that pupils are not exposed to radiation and their studies won’t be interrupted.

Submit your comments regarding allocation of additional frequencies within the 5G spectrum that the FCC is going to vote on including 24-70 GHz as well as higher spectrum: 71-76 GHz, 81-86 GHz and 95 GHz.

I submitted the following express comment today:

In light of your upcoming votes on allocation of additional spectrum for 5G, I want to draw your attention to the International EMF Scientist Appeal (https://EMFscientist.org) which calls for stronger regulatory standards on radio frequency (RF) emissions.

The Appeal has been signed by 221 scientists from 41 nations. All of these scientists have published peer-reviewed research on electromagnetic fields and biology or health.

The FCC’s RF guidelines were adopted 20 years ago. Many scientists and health professionals believe these guidelines do not protect the population from non-thermal health risks due to RF radiation exposure. To ensure public health and safety, the FCC should commission an independent review of the biologic and health research to determine stringent RF standards before allowing additional spectrum to be used for new commercial applications.

I also wish to remind you that the FCC has yet to act on NOI #13-84, “Reassessment of Federal Communications Commission Radiofrequency Exposure Limits and Policies,” issued in 2013 and a similar NOI issued a decade earlier. The 2013 NOI has received more than 900 submissions–almost all call for stronger regulation of RF radiation. Links to key submissions can be found on the Electromagnetic Radiation Safety website at http://www.saferemr.com/2014/08/part-i-why-we-need-stronger-cell-phone.html.

Finally, the General Accountability Office issued a report entitled, “Exposure and Testing Requirements for Mobile Phones Should Be Reassessed” (GAO-12-771: Published: Jul 24, 2012. http://www.gao.gov/products/GAO-12-771). The report made the following recommendations which have yet to be addressed by the FCC:

“FCC should formally reassess and, if appropriate, change its current RF energy exposure limit and mobile phone testing requirements related to likely usage configurations, particularly when phones are held against the body. FCC noted that a draft document currently under consideration by FCC has the potential to address GAO’s recommendations.”

This documentary, Offline is the New Luxury, is well worth a watch. Although it does not address the issue of RF health impacts specifically, it does flirt with the issue a number of times. Adopting the EHS terminology of “white zone” it documents how those areas without internet access are quickly vanishing from the face of the planet, driven by companies like Google and Facebook, and their quest for new markets.

Truly terrifying when you layer the  carcinogenicity and toxicity of RF on top of the existing social consequences of our tech addiction.

Technology can be a good thing, but let’s keep it wired, and within reason. Unfortunately the tech behemoths have other ideas in mind for our future.

So get out there and defend a white zone today! Not so sure about reporting it through an iPhone app though…

Wireless Health Science Firmer Than Ever as FCC Poised to Say “Screw Health” and Approve 5G Wireless Micro-Cell Invasion

wireless-office-cubes-copy-300x198In May, the results of a “game-changing” $25 Million study on the cancer risk of wireless technology, carried out by the National Toxicology Program (NTP) was released.  The study determined that ambient radiofrequency radiation (RFR) of the type emitted by cell phones and smart meters produces statistically significant increases in DNA damage and cancer in mice and rats.* The results of the study, according to authors, “could have broad implications for public health.” A handout on facts vs. myths about the wireless/ brain cancer issue has been produced by UC Berkeley’s Joel Moskowitz, and is a useful reference point to counter widespread misrepresentations in the media.

In light of the NTP research, Stop Smart Meters! reissues our demand for a halt to any planned smart meter deployments worldwide, a recall of hazardous smart grid technology, and independent investigations into the corruption that led to toxic technology being forced on our communities.

One thing is for sure. Following release of the NTP study results, it no longer credible to remain in denial of the fact that wireless technology damages human and environmental health. The question we should be asking as a society is, what are the policy implications for such a finding?

Wireless tech companies and the corrupt government officials in their pockets (Exhibit A) will argue that there simply aren’t any policy implications, and that their (extremely lucrative) business should continue as usual, whatever the cost in human lives, our genome, and damage to the living environment.

To that end, this Thursday July 14th the FCC is holding a hearing to consider opening up higher frequency spectrum to so-called “5G” wireless technologies, a regulatory move that would open the door to RF exposures on a level far beyond the exposures presently seen, and pose a mortal threat not only to our health but also to our essential landline systems and other safer wired technologies. Even wireless industry news sources claim “we don’t yet fully know what effect incredibly dense mmWave radio networks pumping out really hot signals might have!” and recommending “don’t throw out that tin foil hat just yet.”

How very reassuring.

Meanwhile, journalists with courage to speak out, like Maryanne Demasi of the science program Catalyst in Australia, are being intimidated and demoted, their reporting censored, simply for reporting the scientific facts related to this issue. Researchers are being attacked and losing their jobs for speaking out on the wireless issue. Dr. Olle Johannson, who has carried out essential research into wireless health hazards, and who believes we are facing an existential threat related to wireless exposures, is being forced into early retirement, his work suppressed.

Are you as revolted as we are by these disgusting attacks against those whose highest goal is to protect our health and the environment? A revolt is exactly what we needed to ensure that truth and sanity prevail over profits, recklessness and hype.

Going along with policies so clearly out of touch with the science–with so much at stake–is no longer an option.

2.  Contact Senators on the Commerce, Science and Transportation Committee and demand that the “game changing” NTP results inform wireless policies and protect the most vulnerable. If you have health issues related to wireless exposure, describe them.

*SSM! remains opposed to all forms of animal experimentation–unnecessary and immoral abuse of sentient creatures. More than sufficient evidence of wireless harm exists to justify action.

What if the billions and billions of dollars being spent to deploy so-called “smart meters” smart-meter-enabled-eco-feedback-imagewere found to be justified based upon biased and false assumptions?  Should consumers still be required to pay for smart meters that were erroneously promoted as being installed for their benefit, i.e., to help them manage their energy bills?

This article will demonstrate that based upon the latest research and under the most optimistic circumstances, consumers within the general population might reduce their energy consumption by only as much as 0.5 to 0.7 % if they have access to enhanced feedback from smart meters.

Will the PSC Enable More FPL Greed? Updated Information re: FPL service hearings & Rate Hikes


Our sincere thanks to Stop Smart Meters Florida (http://www.stopsmartmetersfl.org/) for providing the following information, which we have modified slightly:

FPL is requesting to increase rates in 2017, 2018 and 2019. These increases will bring your monthly fixed charge from $7.87 to $10.30, a 31% increase. The non-fuel kilowatt charge is expected to increase 25% for the first 1000 KwH, and 19% for KwH over 1000. These increases do NOT include fuel charges.

If global elites drive gas and oil prices back up again — which is likely to happen — your fuel charges could double.

FPL is currently allowed, under the 2012 Order, to earn 10.5% (+/- 1%) after tax profit. For the last 3 years, they have earned the upper limit (2015 – 11.5%, 2014 – 11.5%, 2013 – 11.06%). This indicates their current rates are healthy. As the Retail Federation Assoc. speaker told us, FPL’s request amounts to a 18.7% profit before taxes (outrageous), while the OPC’s recommendation would give them 14.4% before tax profit (more than adequate).

FPL has benefited through this unprecedented financial crisis since 2008 while all others have sacrificed. All key financial rates – 10 yr Treasury rate , Prime rate, etc, and especially the rates you receive on your money – have taken a SIGNIFICANT hit, decreasing dramatically. FPL’s return on equity has INCREASED dramatically during this period. Why are they immune?

FPL’s parent, NextEra Energy (NEE) is significantly out-performing its peers. Their 10-year Total Shareholder Return is 250% versus the S&P Electric Utility Index of 94%, per their recent SEC proxy filing.

Suggested points for FPL customers regarding Smart meters:

[1] PSC disallowance of testimony during the 2012 service hearings was improper,

[3] FPL smart meter opt out fees should be rescinded, and
[4] Analog meters should be provided upon request.

FPL has caused environmental damage to our drinking water (see http://www.miamiherald.com/news/local/environment/article73233802.html and ratepayers should not pay for the clean up. The Turkey Point Nuclear Plant expansion should be put on hold.
